Please read the Arch Linux guidelines before reporting a bug, they're very good:
http://wiki.archlinux.org/index.php/Reporting_Bug_Guidelines

Do NOT report bugs when a package is just outdated. Use the "Mark out of date" link on the package page, or the mailing list.

Upon opening vi, the terminal scrambles text; here's an example of creating a new file:-

drawkcab txt eht si ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~

All the tilde characters are already there, and as you can see, the text output is backward.

When entering command mode, all the text disappears and what should then be commands entered at the bottom-left of the screen are positioned top-left

Name : vi
Version : 050325-1

GNU charlie 0.3 GNU-Mach 1.3.99/Hurd-0.3 i386-AT386 GNU

This has never worked. I'll add that nano does, but I'm a vi fan.

I wanted to fix this for a long time but never had the time to look further into this.
vi doesn't really build on hurd and debian does not use the same vi like on archlinux, I will try to build elvis or nvi and test them then replace vi with one of them.
